NYSED Multidimensional Principal Performance Rubric (2024)
Developed by Learner-Centered Initiatives and SOAR Leadership, the NYSED Multidimensional Principal Performance Rubric (MPPR) is the most widely adopted principal evaluation framework in New York State, used by approximately 73% of NY public school districts. Originally created in response to Education Law §3012-c and aligned with ISLLC 2008 leadership standards, the framework has been updated to align with the Professional Standards for Educational Leaders (PSEL) - PSEL-aligned rubrics are required by NYSED beginning with the 2025-2026 school year. The rubric uses New York State's HEDI rating categories - Highly Effective, Effective, Developing, and Ineffective - and covers seven domains spanning school vision, instructional leadership, community engagement, and principal goal setting.
Mandated for all New York State public school districts and BOCES under the Annual Professional Performance Review (APPR) system. Used by approximately 73% of NY public school districts, making it the dominant principal evaluation framework in the state. Also listed as a state-approved evaluation instrument in New Jersey.

Understanding and responding to the broader political, social, economic, legal, and cultural environment - sustaining awareness of external forces and building a culturally responsive school community.
